LIAISON – Innovative solutions reducing environmental impact of Transport Infrastructure using a Dynamic Multi-Infrastructure Governance Framework

Abstract

This paper presents the goals and advances in the LIAISON project towards the development of a methodology, support tools and close to market technological solutions to transform EU Transport Infrastructure (TI) into a more sustainable and low carbon economic activity. The focus of LIAISON is on the implementation of circularity and carbon reduction in TI across four main areas:
1. Minimising the consumption of resources
2. Reusing available resources
3. Evolving towards a prosumer infrastructure (one which both consumes and produces resources)
4. Actions to facilitate market uptake by supporting procurement, legislation and standardisation processes
A Dynamic Multi-Infrastructure Governance Framework (DMIGF) has been developed and will be implemented to facilitate monitoring and reporting of environmental, technical, circular, social and cost impacts related to innovative approaches being developed as part of LIAISON. The DMIGF includes a risk-based assessment methodology, Life Cycle Analysis (LCA) and digital tools in order to monitor the environmental impact of the design, construction, operation, maintenance and decommissioning of TI. The implementation of the DMIGF will be validated using a variety of innovative demonstration pilots across the areas outlined, highlighting the benefits of the reduced environmental burden and circular approaches. The DMIGF will be revised and updated throughout the remainder of the project, reflecting the data availability, results and outcomes of the various demonstration pilots. This paper outlines the development and functionality of the DMIGF to date.
