Abstract

Introduction

In the context of implementing the decentralisation reform in the activities of educational institutions, the growth of private educational establishments, and the transformation of universities into modern diversified entrepreneurial structures providing educational services, the problem of improving state regulatory policy and the mechanisms of its implementation becomes increasingly relevant. Given the significant share of educational institutions’ expenditures on utility payments and energy resource consumption, this article focuses on the development of a mechanism for energy-saving management in educational institutions. The aim is to enhance and systematise the processes of implementing energy-saving policy under the conditions of threats of various nature and origin.

Methods
The research applies methods of theoretical generalisation and empirical analysis to identify the theoretical foundations for constructing the energy-saving mechanism and its content. A systems-structural method was used to distinguish the blocks of the energy-saving management mechanism and to define the stages of its formation.

Results
The theoretical foundations have been identified, and the stages of forming the energy-saving management mechanism in educational institutions have been substantiated. A visualisation of the mechanism was carried out, which made it possible to specify the content of its formation stages and ensure the logical coherence of their implementation.

Perspectives
Taking into account the differences and varying conditions for forming energy management systems in educational institutions of different levels and types, there is a need for further development and improvement of the methodological foundations for monitoring the effectiveness of energy-saving management. Future research should focus on developing universal yet adaptable approaches for implementing energy management systems in educational institutions.
