Enterprise strategy in the context of economic security

Abstract

In the context of Russia's full-scale war against Ukraine, an enterprise’s
strategy must not only ensure competitiveness, but also serve as a key instrument in
safeguarding economic security. Ensuring such security depends on the enterprise’s
capacity to adapt to change, implement innovations, manage risks, and build resilient
partnerships. The development of an effective strategy requires the integration of
threat analysis, vulnerability assessment, identification of critical resource volumes,
and zones of strategic sensitivity. Notably, the formulation of crisis response
strategies, scenario planning, and the development of resilience- and long-term
growth-oriented strategies becomes particularly relevant.
Enterprise strategy, when viewed through the lens of economic security,
transforms from a tool for achieving goals into a mechanism for ensuring resilience
— one that can effectively respond to challenges and threats, while maintaining
integrity and development potential in the strategic perspective.
The full-scale war in Ukraine has led to a significant decline in investment
activity, which is a critically important prerequisite for implementing enterprise
development strategies, ensuring national economic security, and supporting
Ukraine’s recovery both during and after the war. This situation substantially
reduces the effectiveness of isolated initiatives aimed at ensuring allocative
efficiency during and after wartime.
In the current circumstances, pressing issues related to achieving victory and
rebuilding the country include:
investment-attractive sectors;
sectors that could drive economic growth in the post-war period;
risk factors impacting economic dynamics and social development;

a range of measures at various levels of governance.
Despite the challenging conditions, Ukraine has the prerequisites for moderate
growth in the domestic investment market in 2024. This reflects an improving
investment climate and opens opportunities, particularly for the development of the
rental housing market intended for citizens affected by Russian military aggression.
Taking into account sectoral specifics and the potential for implementing
investment projects under full-scale war conditions, the following investment needs
are identified: - defense industry – UAH 43 billion (over 10 large-scale projects);
agro-industrial complex – UAH 34 billion (over 300 projects); - energy sector – UAH 177 billion (over 50 projects); - metallurgy and metalworking – UAH 26 billion (over 20 projects); - pharmaceutical industry – UAH 19 billion (over 30 projects); - logistics and infrastructure development – UAH 123 billion (over 30
projects); - natural resource development – UAH 5.6 billion (over 10 projects); - furniture and woodworking industry – UAH 5 billion (over 40 projects); - industrial production – UAH 16 billion (over 20 projects); - technology innovation and startups – approximately UAH 11 billion (over
2,000 projects) [1].
It should be noted, however, that the investment priorities of private investors
do not always align with the most pressing sectoral needs. According to current
assessments, the main sectors attracting business interest include:
1. Military technology sector – with monthly investment demands ranging
from USD 0.5 to 2 million, and anticipated deals worth USD 10 million in 2024
2025.
2. Agro-processing, machinery engineering, and woodworking – export
oriented sectors with high profit margins and strong market potential.
3. Agriculture – one of the key sectors for investment.
4. IT outsourcing – characterized by reduced service costs compared to 2021
[1].
Today’s top three most investment-attractive sectors include [1]:
manufacturing; fast-moving consumer goods (FMCG) and trade; and logistics.
In the long term, following the end of the war, the most attractive sectors for
investors are expected to include [1]: - information technology; - construction; - agricultural technology; - green metallurgy; - oil refining and gas extraction; - wind and solar energy; - microchip production and design.
The optimal characteristics of investment-attractive business projects include
[1]: export potential; stable domestic demand; a well-conceived scaling model via

entry into foreign markets; effective strategic management; a clear budget; and
forecastable investment outcomes.
Considering the current situation, the investment environment in Ukraine
possesses a number of features shaped by the full-scale war, including [1]: - large-scale investments remain unlikely; - the most promising directions are agriculture, manufacturing, and the
defense industry; - difficulties in attracting funds for the IT sector due to war-related risks; - Ukraine is gaining valuable experience in the fields of defense,
rehabilitation, and demining; - challenges remain with a limited domestic market, underdeveloped
regulatory environment, high logistics costs, and security risks.
Thus, the current situation in the investment market is not yet favorable. In
view of the socio-economic challenges and the need to formulate and implement an
effective enterprise strategy in the context of economic security, it is essential to
develop a comprehensive set of measures to adapt international experience to the
national context [2–5], thereby enabling the revitalization of investment activity
within an integrated policy for Ukraine’s post-war recovery.
