The HEI Initiative: Innovation Capacity Building for Higher Education aimed to enhance innovation and entrepreneurial capacities within higher education institutions (HEIs) across Europe. This initiative brought together HEIs within innovation value chains and ecosystems.

Proposals supported the development and implementation of six key actions within institutions, ultimately leading to their transformation and increased entrepreneurial and innovation capacity. The pilot HEI Initiative extended the impact of the European Institute of Innovation and Technology (EIT) beyond Knowledge and Innovation Communities (KICs), contributing to EIT's mission of boosting sustainable economic growth and competitiveness by reinforcing the innovation capacity of Member States.
