Professor Ellen Hazelkorn

Professor Ellen Hazelkorn is Director of Research and Enterprise, and Dean of the Graduate Research School, Dublin Institute of Technology (DIT), Ireland; she also leads the Higher Education Policy Research Unit at DIT. She is a Consultant to the OECD Programme on Institutional Management of Higher Education (IMHE), and is also associated with the International Association of Universities (IAU). She is a member of the Higher Education Authority (Ireland), and Chairperson of the Dublin Regional Higher Education Alliance. Professor Hazelkorn has been/is a member various governmental and international review teams, including the Committee on the Future Sustainability of the Dutch Higher Education System (2010), OECD reviews for the state of Victoria, Australia (2009), Catalonia, Spain (2010) and Wroclaw, Poland (2012), the German Excellence Initiative (2012), and the Finnish Higher Education system (2012-2015). She chaired the Teaching Evaluation Exercise, Aalto University, Finland (2011) for the School of Art and Design. In addition, she has worked/is working with universities and university associations around the world, including Australia, Belgium, Denmark, Jamaica, New Zealand, the Netherlands, Saudi Arabia, Serbia, and Sweden, and with private organizations on issues of higher education assessment and evaluation. Ellen is a member of Management Board for the Irish National Digital Research Centre (NDRC) and the International Advisory Council of the Irish Research Council for the Humanities and Social Sciences (IRCHSS). She was Rapporteur and lead author for the report of the EU Expert Group, Assessing Europe’s University-based Research (2010), and a member of the Arts, Humanities and Social Sciences Foresight Working Group (Ireland). Ellen was awarded a BA and PhD from the University of Wisconsin, Madison, and the University of Kent, Canterbury, respectively. Ellen is Visiting Professor at the Management School, University of Liverpool, and on the Editorial Boards of Higher Education Management and Policy (OECD) and Higher Education Policy (IAU) and the International Editorial Advisory Board of the International Journal for Researcher Development (University of Cambridge), and a member of the International Committee of the American Educational Research Association (AERA). She has been a visiting fellow at the University of North London (now London Metropolitan University), OECD, Paris, and the Centre for the Study of Higher Education (CSHE), University of Melbourne. Professor Hazelkorn has over 16 years senior management experience in higher education, previously holding the position of Director and Dean of the Faculty of Applied Arts, DIT (1995-2008), and Company Secretary, Contemporary Music Centre (2001-2007). Ellen has been Board Member on Higher Education Equality Unit (1996-2002) and the European League of Institutes of the Arts (2000-2002), and Deputy Chairperson, Centre for International Technology and Education – a consortium of European academic, research and industrial institutions developing EU research programmes in intelligent digital content (1996-2000). Ellen is an acknowledged expert on university rankings and the impact on higher education and higher education policy, on higher education systems and university strategy, management and leadership of higher education institutions, and research policy and institutional strategy. She has authored/co-authored over 60 peer-reviewed articles, policy briefs, books and book chapters on Irish politics and society; digital technologies, gender, work practices and the cultural industries; relations between the media and the state; and higher education policy. Ellen is currently co-leader of a European Science Foundation (ESF) project Measuring the societal impacts of universities' research into arts and the humanities (HERAVALUE), with partners in the Netherlands and Norway. Her research and commentary is regularly reported by The New York Times, International Herald Tribune, The Economist, the Times Higher Education, U.S. News & World Report, the Chronicle of Higher Education, The Australian and others. She is regularly an invited/key note speaker at conferences and meetings organized by the OECD, World Bank, UNESCO, EUA, and other international organisations. Developing Research in New Institutions was published by OECD (2005), and Rankings and the Reshaping of Higher Education: The Battle for World-Class Excellence by Palgrave Macmillan (2011).
